Hi, this is a URL you're using when accessing oC via browser but the docs are describing that you need to only input your server URL.
Have a look at the newer docs here which URL you need to use: https://doc.owncloud.org/server/8.2/admin_manual/configuration_files/external_storage/owncloud.html For the logs itself you should be able to accesd yourbdata/owncloud.log via FTP or similar.
