because Debian / Ubuntu decided to drop keys with a SHA-1 signature and the
Open Build Service software used by the ownCloud repositories havn't
supported stronger signatures until a few months ago.

Which is absolutely correct as you should read the package upgrade
instructions BEFORE you're doing the actual upgrade.
