How to create a graphic and insert values

Dear all,

I'm writing a software that will read information inside two columns (Time and
Value) in excel file. After that, I will have to create a graphic (Time in
Y-axis and Value in X-axis) using these values. Can anybody tell me how I
can do that (the last part)?
