You want to use something called iText. I have used it in the past to create 
.rtf files and it's a pretty good - well quite good - API.

You can get at the archive for the rtf product here;

http://prdownloads.sourceforge.net/itext/iText-rtf-2.1.4.jar

There is also a .pdf product available so be careful to download the correct 
one.

RTF is something completely different. POI does not process RTF files
and will (probably) never do so.
