If it's anywhere, it'll be in the unit tests. Unfortunately, the lead developer for HWPF left before he finished everything he'd hoped to, so hwpf isn't in ideal shape
Another thing you might want to do is grab the microsoft binary format docs for word from microsoft. That'll let you figure out how it's all done in the file format, and hopefully you'll then be able to spot the bit of poi that does it / nearly does it
