Please do not accept this as a statement of fact buit I think that the answer to your question is no. I have had a good look through the javadocs and I cannot find a method that allows you acceess to a data validation (HSSFDataValidation) object either from the workbook, sheet, row or cell. This is why I do not think it is possible but I could of course be wrong.
