Usually, when you add an image to a sheet, you pass an instance of the HSSFClientAnchor class and I think that you need to set the type of the anchor appropriately. Not too sure about which one would be best but I reckon that either HSSFClientAnchor.DONT_MOVE_AND_RESIZE or HSSFClientAnchor.MOVE_DONT_RESIZE would probably be what you are after. All you would need to do is call the setAnchorType() method on the HSSFClientAnchor object and pass either of these two constants.
