After reading my first response, I realised that I did not say whatthe indices were for with regard to your question 1.
As you can no doubt imagine, POI maintains lots of Collections to manage and manipulate objects. Indices are used to identify an object in a collection. I would imagine that the merged regoins will be maintained in some order - quite possibly the order they are on the sheet, moving across each row and cown starting from the top left hand corner of the worksheet, but I cannot claim to know this for a fact.
