Please do not accept this as the definitiave answer because I could very
well be wrong; however, I do think that the answer to your question is no.
As far as I am aware, the API does not expose this funtionality to users.

Having said that, I think that you do have a relativly simple solution open
to you. Simply use Excel itself to create a template file, make sure that
template is shared and then save it away. Now, open the template file using
POI and populate the sheet/sheets and I think that when you save the
resulting file away again it will still be a shared file because POI adopts
a policy where it preserves properties that it does not expose to the user.

PS When I say template, I do not actually mean that you have to create a
.xlt file, a .xls will work perfectly well so you could even open and modify
a pre-existing file if it was shared.
