You might need to track that yourself. I'd suggest you unzip a sample
.docx file with a table of contents in, and take a look at the xml. My
hunch is that there will be a marker somewhere to say "this needs
numbering and is two levels deep", rather than something saying "this is
2.1". A check of the XML will confirm this much quicker than finding the
appropriate bit of the file spec :)
