It is General Format, no custom format applied. I also get the same display (5.0E-4) when attempting to read it as a string by setting the cell type to CELL_TYPE_STRING and reading it.
I have a bunch of guys running tests right now, but so far using DataFormatter for any DataFormats < 164 and CellFormat for format >= 164 seems to be working pretty well.
