As I said earlier, importContent was designed to import slides, not masters and layouts. XmlValueDisconnectedException when importing a layout is not a bug, rather a limitation of the current implementation.
It might be a fundamental problem or a simple fix - it is hard to tell without a sample code and stack trace. Can you post both?
