You can grab 3.9 from http://www.apache.org/dyn/closer.cgi/poi/release/bin/
but be aware that you may have to try several mirrors until you find one
that has it - it has only just been released to the mirror network and
they won't all have it yet. As Yegor said, expect an announcement once it
is fully mirrored :)
