I've installed maven using the m2eclipse plugin
but the install doesn't seem to create a settings.xml
& seems to just default to:
http://repo.maven.apache.org/maven2
So I need a settings.xml & the question is what should it contain?

You should just need to point your maven instance at the regular Maven
Central, there's nothing special needed. POI 3.10 final is present there:
http://search.maven.org/#artifactdetails|org.apache.poi|poi|3.10-FINAL|jar
Otherwise, you can skip Maven and just download the POI 3.10 Binary
pacakge - that contains all the POI jars and their dependencies in a
single package
