May we please take a look at one of these .csv files please? I strongly suspect that there is a macro in your workbook which is reading through the .csv file looking for a specific character or term and creating a new worksheet as required. As far as I am aware, there is no standard Excel import procedure that supports what you describe. Furthermore, as has been indicated, Excel will not allow you to create a .csv file that holds data from multiple workbooks; if you attempt to save a workbook as .csv and it contains more than one worksheet, then Excel will ask you to create a separate .csv file for each worksheet.
If you find out how the new sheet is triggered within one of your existing .csv files, then it should be a trivial task to modify the code to do as you require.
