I am going to say no, there is no easy way to get at the last row without reading sequentially through the file. The reason is simply that most parsers work that way, you open the file and then work though it from beginning to end. Having said that, I am sure that it would be possible to do something like you ask using a DOM parser but that means reading all of the file into memory first and would negate all notions of memory efficiency. There must be a parser - I am assuming this however - that makes it possible for you to position a pointer within the file and then read from that point. If you can find such a tool, then use this and create an algorithm that steps through the file in chunks looking for the last row and then working on it.
With regard to getting your questions answered, please do remember that this is not a commercial product and that everyone here volunteers their time.
