OK, now I understand the question. Methods can be added to the api but not into the OOXML layer - the classes with names that begin CT. My guess is that the method would best be added into the XWPFTable class and you can easily do this yourself and then build your own POI - https://poi.apache.org/howtobuild.html.
It would be perfect if you could add the method and then submit it as a patch for the project so that other may benefit; this is how POI works.. POI is entirely, voluntary meaning that most work on the api in their free time and do not get paid for any of the work they do - unless they use the api for work of course. It is unlikely that anyone will be able to add the method into the api for you unless they too need it. That is why I suggested that you take a stab at doing so.
