I believe I've found a bug in the RATE implementation. If I call evaluate with these parameters:
(327, 1156.9, -271000, 0, 0) I get "0.00216265554813563", which matches Excel. But if I call with: (328, 1156.9, -271000, 0, 0) I get "2.21559209725119E-15".
