This would be very difficult to do. Even if you used a machine connected to the internet to download things like pio, spark, etc. the very build tools used (sbt) expect to be able to get code from various repositories on the internet. To build templates would further complicate this since each template may have different needs.
Perhaps you can take a laptop home, install and build, take it back to work with all needed code installed. In order to use open source software it is virtually impossible to work without access to the internet.
