Think of PIO as 2 or more servers: 1) EventServer, which may run continuously, 
taking events from outside and queries during pio build or from the second 
server 2) PredictionServer, there is one of these per engine. It serves query 
results. Some templates allow these to run continuously (like the Universal 
Recommender) others require a restart of the PredictionServer after each pio 
train

Both can be made HA with the use of a load balancer.
