Hi William, Thanks for bringing this out. Yes, it is a good time to prepare the 2.3.0 release. We should include both RATIS-1567 and RATIS-1563 in 2.3.0. Are there any other JIRAs we should include?

Note that 6742a4e is a commit id prefix. If there is a need, we can deploy a new snapshot anytime. Please let me know.
