Sorry. Just after I posted the email I discovered the problem is that Tomcat
5.5.23 has a missing class! I didn't hit that in my search efforts since I
was searching based on the text of the error message for revocation!

You need to add mail.jar and activation.jar to
$CATALINA_HOME/common/lib. You'll also want to make sure they're not
in your WEB-INF/lib directory.
