When using 3.1 as a global administrator I was able to view, manage and edit a users blogs. After converting to 4.0 when I edit a User I get the 'Change users profile and admin permissions' At the bottom of the page where there should have been a list of the users Weblogs, I just get the message ' User is a member of no weblogs.'
