A new theme is created simply but adding a theme folder (with the proper
contents) under the themes directory.
When you restart roller the new theme will be loaded and you will be
able to "play with it".

As I suggested, you should go to your roller's themes directory, take
the basic theme (it's a folder named basic) copy and paste it to the
same directory and rename it to a name of your choice. This would become
a new theme in roller that you can choose from the list of themes when
you create a weblog. It will look exactly like the basic theme because
it has the basic theme's content but once you start modifying its
contents you will see the difference.

Hi;
In every new blog that is created by a user you can choose the way it
looks from a pre-defined set of themes. So, for instance, if you install
roller with one theme only (say basic), everyone would share the same
exact look & feel for all the blogs.

If you want to create a customized theme of your own with your own page
structure and content you can create your own theme. An easy way to
acheve this would be to copy and paste some theme and modify all the
files (inc. velocity template files) that affect the look and fill.

Roller also provides an option to style a theme through the web admin
but I am not sure to what extent.

For a more elaborate info you can go to the roller-template-guide which
explains the relationship between templates and themes.
