Michael, 

I had a short amount of time to look at this problem.. (work is really busy 
right now)

Did you check the log, I was able to recreate a similar problem related to the 
setup.rol missing. This are strut actions, that are not mapped to the file 
system they map to classes. 

Check to see what the log says.. in my case there a bunch of exception due to 
the ROLLER_PROPERTIES missing and some other problem that I haven't had time to 
investigate. 

Let me know what you find from the log.. I will continue to take a look at this 
problem when I come back from my trip this weekend. We have a long weekend 
holiday here in Toronto, Canada and I am flying out of town.
