I just downloaded the Tomcat release and the WAR file within *does* have a WEB-INF/jsps directory. I also checked the Roller source code. There is no "main.jsp" in Roller. Are you sure that stack trace is coming from Roller?
Would you please post more of that stack trace so we can diagnose further?
