you can place that file in the application's classpath. the best place is, put the simple.properties file in the any 'lib' folder , where you place all ur jar files.

i have solved the problem.
i have created one simplelog.properties file and added the line in that and
problem solved.

org.apache.commons.logging.simplelog.defaultlog=debug
