Do I need this module if I only use Dialog Manager?

Definitely.  As I mentioned, shale-tiger and shale-view are two modules
that
*absolutely* require Servlet 2.4.  The reason is that it is not possible
to
reliably provide the services they provide in a Servlet 2.3 environment.
