You're using jetty embedded, right?  I seem to recall that jetty 
doesn't include all of the jsp support by default.   There might be an 
extra jar or two that you need.  Specifically, that class should be in 
a jsp-api.jar.

If you need more help tracking that down, let me know how you're 
building your project and what jars you're including and we can try to 
track that down.
