It seems that ivy fails to connec to the maven repository. Is the machine
that you're on connected to the internet? In fact, this seems consistent
with the svn error that you were getting before. In both cases, connection
to the repository failed.

If you cannot download dependency jar files from the maven repository, you
cannot build sqoop as you won't have dependency libraries in your local
machine.
