I just downloaded sqoop 1.99.1. addtowar.sh is there. Did you download the source or binary versions of sqoop? You should be downloading sqoop-<version>-bin-<hadoop version>.tgz from one of the mirrors listed in http://www.apache.org/dyn/closer.cgi/sqoop/.
