Does Utils.serialize/deserialize use kryo

Hi,
    When using  Utils.serialize/deserialize to serialize/deserialize 
tuples does it use kryo? If so what serializer it uses? And when 
registering serialization in the config, is it actually register the 
class in the kryo? Thank you very much!!
