The number of running workers is not same to the worker number I set in Storm 1.0.1

I have a cluster which contains 386 free worker slots in total. In my topology 
I assign 200 workers for it by


conf.setNumWorkers(200);

and then submit it to my storm cluster.

However, the Storm UI shows there are only 67 workers assigned to running this 
topology and 319 workers are still in free like the screenshot below

This problem does’t occur in 0.9.5 but upgrade to 1.0.1~ can someone help me ?
