Hello , As per my analysis, any bolt will only be able to start processing msgs, *after it has emitted system msgs on __system stream*. And ideally after rebalance spout should only start when these msgs are sent but - In my case what I found is that once workers are up and even though no __system msgs are sent by bolts spout resumes and start calling execute.
