Hi, I believe the constants used by KafkaConfig in the old external
storm-kafka are incorrectly set to.

fetchMaxWait = FetchRequest.DefaultMaxWait();
minFetchByte = FetchRequest.DefaultMinBytes();

And these are not the values intended 1,100, but 0,0. I believe the
intended values are actually

fetchMaxWait =  ConsumerConfig.MaxFetchWaitMs();
minFetchByte =  ConsumerConfig.MinFetchBytes();

This effects, 1.0.x, 1.1.x, 1.2.x, and is slightly different, but still
effects 2.x

As far as I can tell, this has never been correct, since the original merge
of 1674.

It's easy to check by just making a KafkaConfig, or SpoutConfig and reading
the values.
