On 2.x storm is moving in the direction of the heartbeats going through the
supervisor, but in older versions the worker is sending heartbeats to both
the supervisor, and to nimbus by way of zookeeper.  Also nimbus routinely
processes the heartbeats for the workers no matter how it gets them, so the
CPU load will increase with the number of workers.
