I'm trying to implement a tag-aware scheduler much like described in

Things look good, however, I'm not finding a good way to insert the
equivalent of TopologyBuiler() ....
shuffleGrouping("bolt2").addConfiguration("tags", "GPU");
Is there any API for providing config that is seen on the compiled
components in the scheduler?
