Limiting tuples from bolts

In one bolt, one input tuple turns into many new tuples. Is it possible for 
this bolt to flood the bolts downstream? Or is there a way to limit the amount 
of unprocessed tuples from the bolt? I found the spout limit, but that has no 
effect.
