Wouldn't that make all users have the same locale? I don't want that. I just want all users to have the same locale in all deployed Struts applications.

I have multiple Struts web applications deployed
within Jetty but the locale that Struts saves in the session is not
shared between the contexts. I guess that is to be expected. But how do
I create a work-around for this problem? I need the
applications to share the locale so that if you change the locale in one of
them, it is also changed in the others.
