This is a side-effect of using bean:write or c:out.  Both apply 
filtering to protect you when you use literal values which have 
special meaning to HTML.

For bean:write, set the "filter" attribute to "false" (defaults to true).

For c:out, set the escapeXml attribute to "false" (also defaults to true)

This is not a problem specific to application resources; it would 
apply to any value displayed with these tags.
