I think they mean to automatically create a starter class, based on a template, to which you would then add the specific functionality.
IDEA does this for classes you reference in your code. If it doesn't exist, it will offer to create the (stub) class for you. A great feature when you are doing test-first development. It doesn't sound like much, but this is the sort of brainless nonsense that nickels and dimes you all day. -Ted.
