Instead hardcoded result you can use expression
<action name="welcome" class="welcomeAction">
<result>${actionFrame}</result>
</action>
And create a BaseAction (as a base action for all your actions) with
getActionFrame() which will return
"/templates/application/applicationframe.jsp" or whatever your want
