I'm not quite sure what you mean by auto-deploy, but there's this OSGi plugin that seems to be all about dynamically adding Actions to a running struts 2 app. I think it even has a admin page where you can add, start and stop bundles containing actions. https://cwiki.apache.org/confluence/display/WW/OSGi%20Plugin The stuff I'm talking about is a bit more comprehensive.
