Not sure, but I notice the ConnectException. It appears that the XML parser is having problems using HttpClient to open a socket connection. Perhaps the DTD URL (or some other reference) is wrong in web.xml?

This does not happen when I drop in the struts 1.1 struts-example.war file. The 1.1 example war works correctly as far as I can tell.

I have tried this with a brand new tomcat 5 install and get the same issue.
I am running tomcat on Windows 2000 as a service.

I suspect this is a problem with the examples configuration rather than
struts itself as I got the same message when I originally tried to run my
own webapp under struts 1.2.2. That resolved itself when I went through the
struts 1.1 to 1.2 porting guide steps. I think changing the taglib lines in
my JSP files and moving my message resources to struts-config.xml rather
than having it as a parameter to my ActionServlet sorted out my own webapp.
I don't think the struts-examples.war has those issues though.


The struts 1.2.3 struts-examples.war behaves in the same way too.
