First, please try to remember not to reply to a message in a thread and change the subject (it will screw up how a lot of e-mail clients sort threaded e-mails).
In reference to the problem you need to look in your log file to see what is causing the problem. The ActionServlet will not get set up if a bunch of other things could fail... problem parsing some xml files, etc. The logs should give you a clue where the problem is.
