Ok, I missed this the first time.  When I do this I first get the map and
pass the string key to the map.

Try adding a method to the form that exposes the map then give the key to
the map.

public Map getMap(){
      return whateverYourMapIs;
}

then

<c:if test='${empty form.map["13"]}'>
