Niall - I'm pretty sure that you need to have the slash in front of the name in the validation.xml for a ValidatorActionForm - try it with /houseTypeAdd instead of just houseTypeAdd and see if that fixes your problem.
If that doesn't work you may want to try /plotsales/houseTypeAdd also - not sure where the /plotsales part comes from, but that is what the form action gets generated as so it may help.
