The Struts architecture is *integrated*. The form bean is initialized by the controller network because it is noted in the struts-config.xml. You have two choices: (1) let the ForwardAction know about the form bean and accept that it works that way; (2) look at the actual code and see what really happens so that you understand why you need to note the form bean in the struts-config.xml?
