I would upgrade to 1.2.4 at this point, unless you need any of the 1.2.6 features. Upgrading to 1.2.6 (from 1.2.4) is simply a matter of deploying the new jars (Struts, BeanUtils & Digester) and perhaps new versions of the TLDS (if you configure and deploy the TLDS).
If there is a 1.2.7 it will probably be the same.
