Matt,

I have also tried to match a different mask like ^123$ for a test.  And it
always complains about the field is required.  Any idea?

You can use validwhen and mask together. The problem is the specific 
mask you are putting in, which is basically saying that the field is 
always required. A different mask may indeed work, just not to solve 
your problem.
